New Urbanization in China: The State Plan and Potential Improvements

February 08, 2018

China launched a new urbanization program for 2014–2020. It is intended to benefit China’s social and economic development by focusing on integrated urban and rural development, creating city clusters and promoting sustainable urban development. However, the design and implementation of the new urbanization program may also bring new social and economic problems, such as widening the gap in urban development between different regions in China, leading to the formation of a new urban poor class. To minimize negative effects of the new policy, Professor Hu Biliang suggests ways to deal with the relationships between the market and government and between economic and social development in the process of urbanization. The key is to allow the market to determine the flows of capital, land and people in the process of urbanization to achieve sustainable urban development.
