    China launched a new urbanization program for 2014–2020. To minimize negative effects of the new policy, Professor Hu Biliang suggests ways to deal with the relationships between the market and government and between economic and social development in the process of urbanization. The key is to allow the market to determine the flows of capital, land and people in the process of urbanization to achieve sustainable urban development.
